BOARD OF DIRECTORS

Kiowa Fire Protection District is a Special District and is governed by Title 32 of the Colorado Revised Statutes and other applicable laws.  Because Kiowa Fire District is a special district, it has an elected five-member Board of Directors that serve as citizen governance and policy oversight.

Andrew Koldeway - Board Vice Chair.  Term of Office:  May 6, 2025

Andrew and his wife, Angela, have 4 children and live on the north end of Kiowa Fire District.  The Koldeway family are members of the Majestic View Church and the children attend school at the Kiowa School District.  Andrew has been in the fire service 13+ years and during that time, he has served as both a volunteer and career firefighter for rural fire districts.  Currently, Andrew is a full-time firefighter with Castle Rock Fire & Rescue Department.  Andrew says "it is a great honor and privilege for me to be elected to the Kiowa Fire Board.  It is my hope to provide the District with as much opportunity as possible to provide the best service possible for the residents, employees, volunteers as well as the commuters through the District".

Karen Hart - Board Treasurer.  Term of Office:  May 2027

Karen has served on the Fire District Board since 2019.  Karen is a certified General Real Estate Appraiser and is retired with over 43 years of public service in the property tax assessment field.  Karen has served as the Elbert County Assessor for two terms; Chair of the Colorado State Board of Assessment Appeals, President of the Colorado Association of Tax Appraisers and Branch Manager/Land Supervisor for Arapahoe County Assessor's Office.  Karen continues to do contract work as a hearing officer for County Board of Equalization hearings for Arapahoe, Douglas and Jefferson Counties.  Karen is an Iowa native and moved to Colorado in 1976.  Karen and her husband Jim, have lived 32 years south of Kiowa and have farming and ranching backgrounds and enjoy spending time with family, hunting, fishing, managing rental property and the Iowa family farm as well as enjoying their four rescue dogs.

Debbie Ullom-Board Director.  Term of Office:  May 6, 2025

Debbie has served on the Fire District Board since 2014.
